Abstract
The fire protection responsibility area dataset represents areas of legal responsibility for fire protection, including State Responsibility Areas (SRA), Federal Responsibility Areas (FRA), and Local Responsibility Areas (LRA) within Sonoma County. Please note, the fire protection responsibility areas are created, maintained and governed by the California Department of Forestry (CDF) and Fire Protection (CAL FIRE).. The California Department of Forestry (CDF) has a legal responsibility to provide fire protection on all State Responsibility Area (SRA) lands, which are defined based on land ownership, population density and land use. For example, CDF does not have responsibility for densely populated areas, agricultural lands, or lands administered by the federal government. To more efficiently provide protection over a more contiguous land base, CDF swaps protection areas with other providers, with the resulting lands being called CDF Direct Protection Area (DPA). Purpose
CAL FIRE has a legal responsibility to provide fire protection on all State Responsibility Area (SRA) lands, which are defined based on land ownership, population density and land use. For example, CAL FIRE does not have responsibility for densely populated areas, agricultural lands, or lands administered by the federal government. To more efficiently provide protection over a more contiguous land base, CAL FIRE swaps protection areas with other providers, with the resulting lands being called CAL FIRE Direct Protection Area (DPA). SRA designations undergo a thorough 5 year review cycle, as well as annual updates for incorporations, error fixes, and ownership changes that do not require Board approval. In addition, CAL FIRE is now responsible for determining parcels subject to the SRA Fire Prevention Fee under AB X1 29. This dataset (sra12_1) represents SRA status as of 7/1/12 and was used to create the inital determination of which parcels were potentially eligible for the fee for the 2nd billing cycle of fees. This is then verified against assessor roll files, and corrections and adjustments to SRA parcels are made where needed. SRA data will be updated to reflect the final status used to determine the 2nd round of fees in version SRA12_2. Note that we are aware of numerous annexations affecting SRA status that have occurred since 7/1/2012. These will be be included in sra13_1, to be released fall of 2013, which will represent SRA conditions as of 7/1/2013. FOR PRMD Purposes (adjunct to Cal Fire): Since the GIS data was developed for planning purposes and use in publication of maps and/or database creation, the data is for illustrative purpose only and is not suitable for parcel specific decision making. Therefore, the GIS data presented herein are approximations and further land development determination is at the discretion of the PRMD planning staff which may require a parcel specific site review (to draw parcel specific conclusions).

V12_1 notes: FRA lands and city boundaries were snapped to a new parcel base obtained from Digital Map Products (DMP). In almost all cases these parcels were almostidentical to parcels that can be obtained directly from counties. A number of minor "automatic" adjustments were made, generally to improve the accuracy of SRA lines while maintaining the intent. In addition, hundreds of "isolated parcels", parcels that were once in federal ownership but are now non-federal, were changed to SRA as automatic changes if they obviously met SRA criteria. V11_2 notes: The previous version, sra11_1, was used to develop an initial list of parcels in SRA potentially subject to the SRA Fire Prevention Fee. This preliminary list was checked versus each county assessor roll file (circa 7/1/2011) to determine if there were any discrepencies. Examples include; - SRA parcels that are part of an incorporated city - SRA parcels that are federally owned - FRA parcels that are not federally owned - parcels that are partially SRA and FRA The assessor data enabled us to identify numerous parcels that required a change in SRA/FRA/LRA status in order to correct problems. In making these changes, we were very careful not to create new SRA parcels in violation of SRA regulations and/or Board of Forestry and Fire Protection rules. However, if a parcel was SRA in sra10_2, the last official release approved by the Board, we were justified in restoring it to SRA status, since it was changed in error as part of creating sra11_1. Other changes typically were "automatic" requiring no Board approval, and involved changing SRA parcels to FRA or LRA (e.g. if incorporated). Numerous "sliver" problems were also identified and corrected, which involved minor adjustments to SRA boundaries to improve accuracy. Finally, BIA lands were dififcult to identify, even in the assessor roll files. We used the most recent GIS data for BIA trust lands from the BIA to identify these lands. V11_1 notes: There were three major efforts to improve upon the last SRA data release; 1. A thorough review of various data sources for incorporations and annexations in order to remove lands from SRA that were within city boundaries as of 7/1/2011. 2. Use of the California Protected Areas Database (CPAD1.7) to identify; a. FRA areas that are not federally owned. These areas were changed to SRA if they met the criteria for automatic SRA inclusion (surorunded by existing SRA lands or Forest Service lands, and having similar vegetation as those lands). Otherwise, these areas were changed to LRA. b. SRA or LRA areas that are federally owned, these were changed to FRA. 3. The resulting FRA areas were "snapped to parcels" to eliminate slivers. Replaced all city boundaries and adjusted SRA to the new more accurate boundaries. Yucaipa annexation removed 347 acres of SRA CZU: two isolated parcels changed to FRA (posted in Tracker) HUU: numerous BIA parcels were identified near mouth of Smith River in Del Norte County, change to FRA. Boundary of Redwood National Park and Hoopa Reservation adjusted to follow parcel boundaries. KRN: replaced all FRA with federally owned parcels provided by KRN. Lands previously called FRA that were not identified as federal parcels went to SRA if within the SRA Inclusion Zone, otherwise LRA. LAC: fixed numerous FRA slivers along the northern border of City of Malibu. LMU: single small square SRA area near Clear Lake was part of a larger US Fiush and Wildlife Service parcel, changed to FRA. MVU - obtained data from U.S. Fish and Wildlife Service, corrected area near Chula Vista, resulted in numerous parcels moving into FRA (posted to Tracker). Single small isolated LRA parcel changed to SRA northeast of City of San Diego. ORC: replaced all incorporated city boundaries, and snapped SRA lines to the new city boundaries. The only significant change was to fix a registration problem for the eastern boundary of Anaheim. Also, a single LRA parcel at the extreme southeast of San Clemente was changed to FRA. RRU: Temecula annexed 4,500 acres, much of it was SRA SBC: annexation south of Las Canoas Rd. of a single SRA parcel, changed to LRA. Two parcels owned by City of Santa Barbara and one by Montecito Water District changed from FRA to SRA (automatic inclusions). Numerous other automatic changes involving FRA status were posted to the SRA Tracker. Single parcel for Point Conception lighthouse went from SRA to FRA. SCU: annexation to City of Dublin removed SRA SHU: adjusted boundary of Whiskeytown NRA to follow parcels. VNC: two small SRA parcels were changed to FRA, BLM lands (APNs 060004018 and 4019). V05_8 notes: Isolated parcels were fixed in the following counties; Fresno, Inyo, Kern (2), Mendocino, Mono, Monterey (1), Nevada, Placer, Riverside, San Bernardino, Shasta, Siskiyou, Other fixes by county: Alameda: removed SRA island in City of Livermore. Updated Livermore City boundary, affected adjacent SRA. Updated Livermore, Union City, Pleasanton city boundary using city's online parcel viewer, and replaced Dublin and Fremont boundary with data from the city, all affected SRA Amador: replaced all city boundaries using data from county website, except I had to request a map from City of Sutter Creek, which did not include a large area on the SW the county data called incorporated. BIA parcels near Jackson changed to FRA. Butte: obtained city boundaries from County, used them to replace all Butte County city boundaries, affected SRA. Contra Costa: removed SRA island in City of Pittsburg. Removed SRA island within the Carquinez Strait. Obtained updated cities from county website, resulted in annexed SRA in San Ramon, Antioch, Pittsburg. Also, an area in NW San Ramon we showed as incorporated in fact was not, consulted with the Unit and restored the area to SRA. Fresno: submitted automatic changes #316, 402, 403 completed, error fixes. Several isolated LRA parcels fixed. Humboldt: minor edits to adjust cities to parcels, using county parcel viewer, affected SRA Inyo: edited Bishop city boundary to match parcels, using Inyo online parcel viewer, affected SRA. Numerous isolated LRA parcels fixed. Kern: Several isolated LRA parcels fixed. Kings: replaced all city boundaries using data downloaded from county website, affected SRA adjacent to Avenal. Lassen: Susanville boundary changed for small annexed island to the southwest, affected SRA Los Angeles: submitted automatic changes for error fixes processed - #4,28,29,37,39,40,41. SRA islands within cities changed to LRA in Azuza, Whittier, and Glendora. Marin: replaced all city boundaries using data downloaded from county website, affected SRA adjacent to multiple cities Mendocino: Numerous isolated LRA parcels fixed. Modoc: replaced Alturas boundary, using tax rate area 001000 in parcel data, affected SRA Mono: Private parcels called LRA and FRA in June Lake area changed to SRA, automated process may pick up additional parcels in next version. Numerous isolated LRA parcels fixed. NOTE: problem area identified near Mammoth Lakes airport, needs to be fixed by 1/2011. Monterey: edited King City, Soledad, Carmel, and Pacific Grove using online GIS viewer - affected SRA. One isolated LRA parcel fixed. Nevada: minor updates to correct data from previous releases; Nevada City: 2 parcels annexed that were SRA. Several isolated LRA parcels fixed. Orange: SRA island within city of Brea changed to LRA. Minor annexations of SRA lands for San Juan Capistrano and San Clemente. Updated city boundaries, minor impact on SRA. Placer: minor updates to correct data from previous releases; 1) Colfax: 1 parcel annexed that was SRA; 2) Auburn: 1 parcel annexed that was SRA 3) Several isolated LRA parcels fixed 4) isolated LRA parcels south of Truckee were fixed using Forest Service ownership data. This area, which continues further south, could use additional work. Riverside: new city of Eastvale removed SRA lands. San Bernardino: City of Big Bear boundary extended into the lake, this was sphere of influence, adjusted boundary to lakeshore and SRA now follows this new city boundary. Significant annexation to city of San Bernardino, minor annexation to Fontana, both removed SRA. 3 parcels north of Big Bear Lake alligned to parcels and changed to SRA. Yucaipa and Hesperia boundary alignment to parcels. SRA island changed to LRA in Colton. SRA in Colton aligned to parcels. Numerous isolated LRA parcels fixed. San Diego: auto change #7, SRA island in Chula Vista changed to LRA, Camp Pendleton FRA area expanded to match parcel data San Joaquin: automatic changes submitted by TCU, #14, 17 - 22 San Luis Obispo: replaced all city boundaries, this affected SRA. Also, unincorporated LRA was snapped to parcels in many areas per submittals by SLU (#3,5,6,7,8,9,10). Also, new FRA was added per direction from Joe Larson in the extreme Northwest part of the county. Santa Barbara: 3 incorporated islands south of Lompoc changed to LRA. Parcels south on Lompoc changed to SRA, Cachuma parcel from FRA to SRA, Gibraltar Res parcels to SRA. Santa Clara: obtained city boundaries from County, used them to replace all Santa Clara County city boundaries. The new city boundaries are a MAJOR improvement, they line up perfectly with county parcel data. The new city boundaries resulted in minor changes to SRA to match the new city boundaries.Also, removed SRA island in City of San Jose and Los Gatos. Arnerich Road annexation in city of Los Gatos created another SRA island, this 126 acre island was changed to LRA. Santa Cruz: 1 acre single parcel annexation of an SRA parcel to Scotts Valley Shasta: Several isolated LRA parcels fixed. Siskiyou: minor annexation to city of Mount Shasta removed SRA. Numerous isolated LRA parcels fixed. Stanislaus: automatic changes submitted by TCU, #5, 23 - 29 Tehama: single SRA parcel annexed to Red Bluff Ventura: Simi Valley annexation removed SRA. Ojai SRA island changed to LRA. Automatic changes submitted by VNC processed, #1,2,11. V05_7 notes: The primary changes in SRA for this release are due to annexations. Numerous annexations occurred in 2009, those affecting SRA lands by CAL FIRE Unit include (acres in parentheses); AEU: Placerville (4,5) BTU - Paradise (11) HUU: Rio Dell (300) KRN: Techachapi (7) LAC: Diamond Bar (116, small portion of this was SRA) LMU: Susanville (9) LNU: Healdsburg (258, 5) NEU: Nevada City (61, 2) ORC: San Clemente (11, 12) RRU: Lake Elsinore (246) SBC: Solvang (9) SCU - Dublin (187), San Ramon (289), Los Gatos (79), Saratoga (20), Los Altos (13), Morgan Hill (20) TGU: Red Bluff (49, 3) TUU: Replaced city boundaries with more accurate data, minor changes for Porterville and Woodlake Other changes include: MVU: city of San Diego notified us of problems with FRA lands within the city, provided parcels that needed to be changed to LRA V05_6 notes: Alpine: numerous "isolated parcels" of LRA where changed to SRA as part of the FHSZ review process. El Dorado: numerous "isolated parcels" of LRA where changed to SRA (one to FRA) as part of the FHSZ review process. In these areas the surrounding linework was improved to better match parcels. Extensive work was done in the vicinity of the eastern portion of the SRA interface with the City of South Lake Tahoe. Glenn: numerous small "isolated parcels" in the vicinty of Stony Creek Ranch and Humane Ranch were changed from LRA to SRA as part of the FHSZ review process. One parcel changed to FRA. Kern: "isolated parcel" changed from LRA to SRA - APNs 25617006 25618001 Lake: new Lakeport city boundary resulted in removal of SRA areas to LRA Nevada: SRA/LRA boundary changed to match updated city boundaries, which align better to parcels. Grass Valley had annexations which changed SRA to LRA. Riverside: updated incorporated city data resulted in significant changes, including 2 new cities (Menifee and Wildomar). These new cities as well as annexations in existing cities resulted in numerous instances of SRA changing to LRA. Significant annexations occurred in the cities of Riverside, Beaumont, Lake Elsinore, Cathedral City, and Indio. Additional annexations occurred in Corona, Moreno Valley, Rancho Mirage, Desert Hot Springs, Coachella, Blythe, and La Quinta. Lake Elsinore annexation dated 2/25/09 recevied from BOE, 590 acres removed from SRA. San Francisco: several areas coded as FRA were changed to LRA removed based on input from NPS. San Luis Obispo: 7 "isolated parcels" that were LRA islands with adjacent or surrounding SRA were changed to SRA. Morro Bay city boundary was adjusted to include Morro Rock. Santa Clara: new city boundary for Cupertino resulting in minor changes to SRA Tehama: numerous "isolated parcels" of LRA were changed to SRA as part of the FHSZ review process. Trinity: as part of the FHSZ project, "isolated parcels" of LRA that had been previously tagged as "potential SRA" were examined for SRA status. As a result, 7 potential SRA polygons were changed from LRA to SRA, and one was changed to FRA. In some cases polygon boundaries were adjusted to match parcel lines and eliminate slivers. Tulare: numerous "isolated parcels" of LRA were changed to SRA as part of the FHSZ review process. Tuolumne: SRA adjusted to match updated City of Sonora boundary Ventura: updated city boundaries for the county resulted in removal of numerous small SRA areas due to annexation, provided better alignment with parcel data. V05_5 notes: Alameda: Pleasanton boundary was alligned with parcels based on a 2008 map showing residential projects obtained from the city's web site. This included a new annexation that removed SRA to LRA. Butte: updated boundary for Chico and Oroville included numerous annexations,removed SRA to LRA, better allignment with parcels Monterey: city of Monterey city boundary replaced, SRA snapped to city line Orange: Laguna Woods had 175 acre Laurel annexation, went from SRA to LRA. Brea had a small annexation that was ormerly in LA County (the county boundary changed). Plumas: obtained a new city boundary for Portola, which included signifcant new annexations. San Bernardino: new countywide data for cities, resulted in numerous sliver fixes. Also, small SRA areas were eliminated due to annexation by Rancho Cucamonga and Highland. San Francisco: Golden Gate Park (a large local park) had been coded as FRA, this was changed to LRA. San Luis Obispo - A more accurate boundary for the city of Paso Robles was obtained, which changed the SRA designation of numerous small areas. A new boundary for Atascadero resulted in removing a large area of incorporation, but it remains LRA. We obtained and included the official boundary for Morro Bay, even though it does not line up well with parcels, minor impact on SRA. Santa Clara: city boundaries were alligned with parcels based on online maps/GIS viewers for Cupertino, Saratoga, Los Gatos, Morgan Hill, and Gilroy, typically resulting in minor allignment changes to SRA. Shasta: updated SRA boundary to match new city boundary for Redding and Anderson, new annexation in Redding removed SRA. Replaced eastern boundary of Latour DSF with parcel-based linework. Tuolumne: There is still an issue with City of Sonora boundary. The boundary obtained from the county was snapped to parcel lines, except in the south where the city indicated that the city follows the road and splits parcels. This boundary may require further adjustment for the next release. The intent of the SRA/LRA boundary is to follow the city boundary. Yolo: more accurate city boundaries were obtained for Yolo County, which affect SRA adjacent to Winters. Various counties - minor changes were made to snap portions of city limits to parcels in the following cities: La Canada Flintridge, Sierra Madre, South Lake Tahoe. This typically resulted in minor changes to the SRA/LRA boundary V05_4 notes: this version had changes in 4 counties; 1) fixed a significant error in Alameda County: V05_3 had eliminated SRA lands believed to be incorporated within the cities of Castro Valley and Fairview. Local review correctly indicated that these are NOT incorporated cities. Thus, the SRA lands erroneously changed to LRA have been restored to SRA status, which they should have remained all along. 2) there were 5 annexations in Orange County which result in SRA changing to LRA - cities of Brea, Orange, Irvine, San Clemente, and San Juan Capistrano. 3) San Miguel Island in Santa Barbara County was changed from LRA to FRA, since it was added to Channel Islands National Park in the 1980's. The NPS website as well as a call to the Park confirmed this change. 4) San diego - FRA polygon changed to LRA in Otay brownfield area per directions from the Unit V05_3 notes: the primary focus of this version was to capture all incorporations and ensure they are coded as LRA, and to improve the spatial registration of SRA boundaries in relation to incorporated cities. This was driven by the statewide Fire Hazard Zone mapping project. FRAP attempted to acquire the most complete and accurate city boundaries possible for all counties. Where p[ossible, this involed digital data directly from county of city government. In other cases, online maps or mapping services were used to determine boundaries. Other specific changes involved changing much of Fort Ord back to FRA, since it has not yet been transferred to LRA, and a minor change in the Devore area of BDU. V05_2 notes: This release includes changes requiring Board of Forestry approval as part of the 2005 SRA Review process. This involved a large number of changes, mostly involving the following; 1) areas that were previously federally owned that were swapped/sold to private/state ownership were classified as LRA ("potential SRA") - these were changed to SRA 2) areas that had densified beyond the 3 housing unit per acre limit were removed from SRA to LRA 3) private wildland areas converted to agriculture were changed from SRA to LRA 4) private agricultural areas that had reverted back to wildland were changed from LRA to SRA V05_1 notes: This release includes automatic changes to SRA submitted as part of the 2005 SRA review. Automatic updates include incorporations, swaps to federal, and certain error fixes. There were numerous CDF Units with no changes; AEU, CZU, MVU, NEU, RRU, TUU Numerous Units had minor changes only; BEU, BTU, FKU, HUU, LMU, LNU, MMU, MRN, ORC, SBC, SKU, SLU, TCU, TGU, VNC Units with significant changes include; BDU, KRN, LAC, MEU, SCU, SHU V03_3 notes: The primary emphasis in SRA03_3 was to improve the positional accuracy of boundaries between SRA and unincorporated LRA, in order to accurately determine parcels that might be eligible for an SRA parcel fee. This was accomplished by determining ground features that these lines were intended to follow, and then alligning the SRA/LRA line to the most accurate secondary data source that included the ground feature (e.g. roads, streams, parcels, city boundaries, etc.). The maximum adjustment was typically 100 meters or less. These lines were also attributed based on the feature type and name, date established, etc. In addition, a number of error corrections/improvements were included; HUU: Numerous changes of LRA flagged as "potential SRA" to FRA based on HUU input LMU: eliminated some large sliver polygons. Updated Susanville city boundary. A number of LRA areas flagged as "potential SRA" were changed to FRA, including areas around Eagle Lake, and in the vicinity of T34N/R08E/S16, T33N/R07E/S6 LNU: Helen Putnam Park added as SRA (approved in 2000 review) RRU: updated city boundaries for Temecula and Desert Hot Springs SHU: changed several "potential SRA" areas that are federally owned to FRA TCU: updated Angels Camp city boundary V03_2 notes: Major emphases were 1) correcting errors found in V03_1, which were primarily in VNC, NEU, and to a lesser extent LMU. Other Units were unchanged; and 2) adding a field to flag areas that appear to meet SRA criteria but are currently LRA and will require Board of Forestry approval to become SRA. Typically these were once federal lands that were sold or swapped into private ownership. V03_1 notes: This is a major update that involved significant changes in all CDF Units. The starting point was an overlay of 1997 SRA (SRA96_3) data, 2002 land ownership data (GOVCONFEE02_1), and incorporated city boundaries from the 2000 census (PLACE2000) (USFWS data was updated using PCTL03_1). This overlay was used to create maps that highlighted potential areas of SRA change due to incorporations or ownership changes. The maps also included changes provided by the Units as part of the 2000 SRA review process. The field review process involved validating the draft maps. Numerous Units also supplied local data sources, such as more accurate and/or recent incorporated city boundaries, local parcel data, or better public ownership data. After incorporating Unit comments and local data sources, updated maps showing SRA changes and SRA/FRA/LRA were created for final field approval.
